Bob brings to WCI 28 years of experience working for the Commonwealth of Massachusetts in various human service agencies as both a Direct Support Professional
(DSP) and administrator. Upon leaving state services, Bob has worked for 20 years with various nonprofits to evolve and support their program initiatives, including working for a number of years as the CFO at WCI.
Robert Guinto
VP of Finance
Bob worked for WCI from 2014 to 2019. He assisted and facilitated and completed WCI’s FY’22 Annual Financial Audit, UFR to the state & Form 990 to the state & IRS. Bob brings expertise in Massachusetts State Regulations, managing a Finance Department and reporting requirements.
Education:
Bachelor’s degree in Social and Rehabilitation Services from Assumption College, and a Master’s degree in Public Policy from Harvard University’s Kennedy School of Government.
Effective Advocate for Non-Profits within State Government:
Facilitated the merger of a $10 Million child welfare agency with a $60 million multi-state multi-service agency.
Facilitated the successful outcome on behalf of nonprofits of $5 Million in awards for three years in a row.
Successful implementation for $400 Million in goods and services, accounting, audit, contracting, audit and procurement policies, procedures and processes to bring the Department of Children and Families out of Receivership in 1993.
Successful implementation of procedures for $200 million in services for the Department of Developmental Services (DDS) resulting in the lowest reversion in the Department’s history.
Successful implementation of the Commonwealth of Massachusetts Self Direction initiative for DDS.
Instrumental in establishing Commonwealth of Massachusetts interagency agreement for individuals with dual diagnosis.
Instrumental in establishing Commonwealth of Massachusetts interagency agreement for young adults with disabilities.
Strong Leadership Skills used to Facilitating Positive Change:
Facilitated the conversion of a $3 Million Middlesex County based sheltered homeless provider into a scattered site Greater Boston Regional provider with a tremendous increase in growth.
Facilitated the restructuring of a $2 Million Domestic Violence mental health provider through bankruptcy.
Successful coordination of $250 million dollars of state and federal funding of mental health services.
Creation of financial models for Governor’s Special Message on Mental Health for the Commonwealth of Massachusetts.
Instrumental in establishing the Commonwealth of Massachusetts William Warren Scholarship for higher education for individuals who had been in foster care.
Guardian for 12 individuals with disabilities.
Implementer of social enterprise initiatives to support employment and training for those with disabilities.
Entrepreneur and Community Leader:
Co-Founded Non Profit Capital Management, LLC (NPCM), an outsourcing company that help’s non-profit organizations stay focused on accomplishing their mission through a complete range of services including Bookkeeping, Grant Writing, Strategic Planning, Program Design and Development, and Mergers and Acquisitions.(www.npcm.com).
